The report follows a wider publication released by Confindustria in 2013 on the efficient use of resources and provides a fruitful contribution to the current debate on circular economy and the implementation phase of the new EU regulatory framework on waste.
More specifically, the report highlights the crucial role played by industry in making the transition towards this new paradigm of growth and development possible.
At international and EU level, this topic is gaining a growing attention when it comes to policy developments on both the short and medium-long term.
Against this background, Italy doesn’t start from scratch, thanks to the intrinsic capacity of Italian companies to reduce the production of waste and re-use them in their own production processes.
This capacity to innovate allowed our industry to anticipate the political and regulatory developments at national and EU level, such as the recently adopted “waste package”, that Italian companies warmly welcome.
As a matter of fact, the ambitious EU targets will stimulate even more the business community, which is ready to do its part, provided that the right conditions are in place: a stable normative framework and an appropriate support in terms of technology developments and economic incentives.

The 21st Climate Conference in Paris has boosted the fight against climate change and has established the pathways for the long term decarbonisation of the economy on a global scale. The EU forecasts to strongly contribute in this process already in the period 2021-2030, reducing its emissions by 40 % compared to 1990 levels, increasing renewables of 32% and improving energy efficiency of 32,5 %. New ambitious European targets imply the need to define an efficient development strategy for the period 2021-2030, that links together environmental benefits, energy security, and opportunities of industrial growth, taking into due account the impacts on competitiveness.
On the one hand, this could be an opportunity of growth for Italian companies with great benefits for the environment, but only if this process is a market-based and competition-driven one, allowing for the sound development of an Italian supply chain.
According to Confindustria White Book, realized in collaboration with Ernst & Young and RSE (Research Energy System), 68 billion in the energy sector and 58 billion in heating sector are the investments needed up to 2030 to achieve the new targets on renewables, without taking into account the huge demand of investments linked to sustainable mobility.
A driving force of 126 billion of euros that, if completely satisfied by the Italian manufacturing system, could – in 13 years– bring benefits for 226 billion euros as increase of industrial production value, employment for 1 million of people and an increase of company added value for 73 billion euro. This represents an important percentage of investments that we should be able to address and manage towards the development of Italian supply chain, with policies that incentive competition and the market development. The Italian industrial system should face the negative gap of energy costs compared to other European countries. Investment in production of renewable energy could bring positive impacts on energy prices by 2030. Consequently, it is crucial to link the growth of renewable energy production with technological development to guarantee an efficient use of resources and a more competitive cost for final users.
