ECLUSE will connect Indaver’s 1 million tonnes waste-to-energy plants in the Waasland Port/Antwerp Port (Belgium) to nearby industries. Instead of relying on gas-fired boilers to produce steam, these industries will use steam produced from the incineration of non-recyclable waste. This will lead to savings of CO2 emissions of 100,000 tonnes per year. ECLUSE is to become the largest industrial steam network in Europe.

Stakeholder management is one of the critical components to the success of this project. ECLUSE is a PPP with multiple producers of steam (Indaver (3 grate incinerators) and SLECO (3 fluidized bed incinerators) and multiple consumers: different companies, each with their specific profile, specific heat demands and peaks in heat demand.

Once operational, ECLUSE will have to be able to deliver steam 24/7 to all of its customers.

The plant produces 250 MW of steam. Decommissioning the current individual gas-fired boilers will lead to a yearly saving of 100,000 tonnes of CO2 emissions. The network can extend to other companies, which would lead to savings up to 200,000 tonnes of CO2 emissions, equivalent to the savings brought by 100 wind turbines.
Environmental benefits:

• 5-10%% increase in green heat usage in Flanders
• shift from fossil fuels to renewable energy
• reduction of CO2-emissions with 100,000 tonnes/y
• substantial increase of the energy efficiency of the waste-to-energy plant

• The piping will pass private domains as well as the public domain, above ground (including railways) and underground. Great care has to be taken in the vicinity or on the territory of the companies subject to the SEVESO directive (as are some of our customers)
• ECLUSE was designed for a higher capacity. A great challenge will be to find new heat-customers (which will probably entail (underground) crossing of the river Scheldt.
